High Falls State Park: A Vision for Rochester’s Future Moves Forward
High Falls State Park is taking significant strides towards becoming a vital part of the Rochester community, thanks to a renewed effort led by Empire State Development (ESD) and the New York State Office of Parks, Recreation, and Historic Preservation (NYS OPRHP). Initially announced by Governor Hochul in 2022, the park is a key initiative aimed at revitalizing one of the most iconic areas along the Genesee River, with a focus on environmental sustainability, accessibility, and inclusivity.
The establishment of High Falls State Park was delayed due to challenges surrounding environmental remediation and property ownership, but by late 2023, the project was ready to move forward once again. ESD and NYS OPRHP re-issued a request for proposals (RFP) for planning and design services, putting in place a comprehensive strategy to gather community input to shape the park’s future.
With the engagement process beginning in early 2024, local stakeholders and residents had an opportunity to come together, share their ideas, and provide input on how this new state park could best serve the community. The planning phase prioritized accessibility, environmental conservation, and the celebration of the natural beauty of the Genesee River—values that were at the core of community discussions.
Public engagement efforts, facilitated with support from Greentopia and the Community Design Center of Rochester (CDCR), focused on ensuring that the park reflects the needs and desires of the Rochester community. Participants expressed strong support for sustainability, diversity, and ensuring that the natural beauty of High Falls is accessible to all. Leadership events held in May provided a platform for various stakeholders to contribute to the vision, helping guide the design process in a direction that benefits the entire region.
